Level 1 applies to eligible Regular Members and is based on a standalone WLA-SCS assessment. ISO/IEC 27001 certification is not required for this level.
Level 2 requires both WLA-SCS assessment and valid ISO/IEC 27001 certification. It reflects a more rigorous assessment pathway aligned with ISO/IEC 27001 and applicable WLA-SCS requirements.
The applicable level depends on the organization’s WLA member type and certification context. Regular Members may be eligible for Level 1 or Level 2, while Associate Members are eligible for Level 2 only.
Who WLA-SCS Applies To
WLA-SCS is designed for organizations within the lottery and gaming ecosystem.
Regular Members generally include state-authorized lottery and sports betting operators. These organizations may be eligible for either Level 1 or Level 2, depending on scope and certification requirements.
Associate Members include suppliers and service providers serving the lottery industry. These organizations are eligible for Level 2 only, which requires valid ISO/IEC 27001 certification alongside the WLA-SCS assessment.
This distinction matters because WLA member type directly affects the applicable certification pathway, assessment scope, and required certification foundation.
Consilium Labs’ Role as a WLA Affiliated ASE
As a WLA Affiliated Assessment Service Entity, Consilium Labs conducts independent WLA-SCS assessment activities within the defined engagement scope.
The assessment may include scope validation, planning, documentation review, interviews, evidence-based evaluation, findings review, and recommendation submission to WLA.
The final WLA-SCS certification is issued by the World Lottery Association.
This distinction is important. Consilium Labs conducts the independent assessment and submits the recommendation. WLA retains authority over final certification issuance.
The WLA-SCS Assessment Process
A formal WLA-SCS assessment follows a structured process designed to create clarity, consistency, and defensible evaluation.
The process begins with scope validation, where the applicable organizational scope, WLA member type, certification level, and assessment boundaries are defined.
This is followed by planning, where roles, assessment activities, evidence expectations, and schedule considerations are established.
The next stage is documentation review, where relevant policies, procedures, records, and management-system evidence are evaluated against applicable requirements.
Consilium Labs then conducts interviews and assessment activities to examine whether the defined scope aligns with WLA-SCS requirements.
Following the assessment, documented findings are reviewed and finalized. Consilium Labs then submits its recommendation to WLA, and final certification is issued by the World Lottery Association.
Optional Pre-Assessment
Organizations may also request an optional WLA-SCS pre-assessment before the formal assessment process.
This pre-assessment is conducted as an independent, limited-scope evaluation against selected WLA-SCS requirements. It does not guarantee certification, does not guarantee a positive recommendation, and does not replace the formal WLA-SCS assessment.
Used appropriately, the pre-assessment provides an objective view of selected requirements before the formal assessment engagement is initiated.
